Game engines could play them back somewhat cheaply - certainly more cheaply than mp2/mp3 at the time. With 8-bit/22khz samples being triggered by a sequencer that still had powerful playback effects, you could make surprisingly complex music in a very tiny package. MIDI was tiny but you couldn't carefully control the end result since you had little control over how it was played back. Computers were incredibly weak compared to what they are now.
If you were downloading something, your computer couldn't do anything else. That meant things that were a few hundred k were still a significant download, and most people were still running DOS - not windows, so that meant no multitasking. You're talking about a time before low bitrate audio compression and during the days of dialup internet - I'm talking 9600bps/14.4kbps etc - not even the later 56k variety, which made things more tolerable. The thing to understand about it is that trackers were simply a tool that allowed the best possible sound at the time - for music that needed to be or was intended to be shared online or on media (a music 'scene', games, demos, etc.).
